It doesn't seem completely brand new, but it's really extremely well-maintained and so clean, which was great. Absolutely no dog smell... The playground facilities are also extremely well-maintained. I was slightly worried because of reviews saying the parking lot is inconvenient, but there were just a few stairs so it wasn't that inconvenient. Rather, it was nice that there was a large public parking lot right in front (it's the countryside so only our car was there). I'm leaving after having a great time, with a 100% intent to revisit.
